LOL! Funny! This is what we do with Missy too. You'd swear we've all won a million dollars every time she pees on her pad. She is just awesome at it because of that. We also take treats and cut them up into teensy, tiny little pieces. Every time she potties on the pad we celebrate with tons of praise and a treat. Because of this, she *rarely* has an accident, and she's only 17 weeks old!
I also think crate training or using an ex-pen works great. Make Bailey earn his free reign in the home. He'll quickly learn that using that pee pad is his free ticket out of the ex-pen. Ignore the whining, barking, and crying. If he's not messing in the house at night, I'd continue taking him to bed with you at night.
