Wow! Lily sounds so much like my little one. She does the exact same thing! If a dog comes on TV, she'll run up as close to the TV as she can get, bark at it and stand on her hind legs to get even closer. She even does the same thing when we go outside to potty. If another dog happens to walk by, she barks like crazy and screams if they walk away without coming to say hello. I think she's more concerned with the person than the dog 'cause she just LOVES people!
