What does your vet say about her weight? Does he think she is underweight?

She is genetically programed to be a certain weight. You can't change that by feeding her more just like you can't keep a large puppy within the standard by starving him.

If she is healthy and at a good weight, I wouldn't worry. If your vet feels she is too thin, she needs to have a bile acids test when she is a little older (about 20 weeks). Liver shunts are 36 times more common in Yorkies than all other breeds combined and poor weight gain is a symptom.
