He may be frightened and confused with you recent move.
I would keep him in one room, bathroom with gate up or kitchen
with gate up and put pad down until he get's back to normal.
Free run of the house will never do it I'm afraid.
If he were trained before the move he's just confused.

There is no such thing as a "Teacup". A Yorkie is a Yorkie.
7lbs and under is the standard.
