I can understand your frustrations. Potty training is a lot of work and it takes time. I think you're doing the right things. As the others have said, consistency is the key.
The other thing, too, is that your little fella is still very young. I've been told that small puppies don't get complete control over their bladder until about 6 months old. (Sorry, can't recall exact source.) So there may be little accidents and such along the way, but don't let that get you discouraged.
