I think with yorkies it doesn't really matter they don't get a rabies shot up until 12 wks so it's not like they can be outside before that. After that I would train them in a litter box or put the wee wee pad on pad box ( see amazon.com) As far as exercise truthfully, 3-5 runs around your house with your pup is more than enough truuust me .
