Exactly. Sometimes, depending on the personalities of the dogs, you have to take a different approach. I think in the OP's case, since her dog is not very well socialized and fearful of other dogs, taking it slow may be a good route. A bouncy, happy puppy may just be a little too much personality for a fearful dog to just put her in front.
