Just say no, and push them away, you could give them a suitable toy, if the humping behavior doesn't bother you.
Humping is associated with the hormone testosterone, and both male and females make testosterone. The bulk of testosterone is made by the male's testicles, and so neutering cuts down on the behavior, but since the body makes some as well, some dogs will continue to hump.
