Well, I think the kitty would become an indoor only cat first.
Then I'd try Frontline on the pup.
Advantix should work but the permethrin in it is dangerous to cats, so it isn't going to work for you. It also can make them feel like something is crawling on them and has been known to have some nasty side effects.
Careful with the flea/tick collars. Quite a few of them are very dangerous.
