My little boy was like that. First he made friends with the other dogs, then after several months he made friends with me. He loves to rough-house with the other dogs, but doesn't want to play with me, even now. He does want to be held and talked to, and comes and asks for affection when he wants it. So I just let him be. That is his personality and he is happy that way.
