Muscles get weak and atrophy when they are not being used, like when they are favoring their leg and limping. That's why his leg feels "soft" to you. He has lost his muscle tone. He has probably not been putting all his weight on his leg for awhile.

You need to call your vet and find out if he graded the luxation, then get a second opinion.
