we also were residing at a place u were not allowed dogs..
and we had a yorkie 4 pounds...for years there and no one knew about it..
we had a pee pad indoors and we had the tv or radio on a little louder than normal ..just in case...
and when we took him out he would get into the big handbag go down the elevator to the car and then get out of the handbag
We were happy and he was happy and no one every knew we had a dog..
i would just tell the F*rt we do not have the dog anymore.

HA,HA,that's so funny. I just finished read a book by Jimmy Buffett call Swine Not. In the book (it's a true story) a couple and their children hid a pig in their NY hotel where they lived for quite a long period of time and took him out all the time as suggested above. I'm sure you could do the same. I would get a family member to take him for a little while and when things calm down sneak him back. If they find him again just tell them it didn't work out with the new home and you are trying to find him another. In the mean time it gives you time to look for a new apartment or get him certified as a therapy or companion dog. Good luck and poop on them for harassing a little yorkie-the big bullies!
