I thought this too but didn't say it!
Years ago, I worked on the OB floor of the local hospital and witnessed a number of circumcisions and I am in the room when my puppies have their tails cropped. Believe me, the babies and puppies feel what is going on! My OB and I had several very heated discussions about my wanting to use a local anesthetic on my baby's penis if I decided to circumcise him ... luckily I had 2 girls!
Yorkie's tails are cropped because that's the standard, they can still be registered if you decide to not crop, they just cannot be shown in AKC conformation classes. Personally, I feel that cropping is unnecessary but I crop my pups tails because it is the standard.
