Praise is best. Initially you have to mix treats & praise. I break the treat into tiny pieces. At first you'll need to give a treat & praise with each success. Then, you can reduce the frequency of treats, but continue the praise.

Clicker training may be an alternative, to avoid treats, but I haven't tried it.
