1. Never give table scraps. If he gets it once he will think he gets it again.
2. Don't free feed. He gets his food when you give it to him, and if he doesn't eat it within about 15 minutes, take it away. After missing one meal he will most likely give in.
3. Make him sit or back up or something before getting his food. If he doesn't know any tricks, once you teach him one you can use this tactic. It makes my pups think dinner is a reward.
4. Vary his diet. I don't know what kind of access you have to pet food stores in your area, but we feed Nature's Variety kibble, canned, and raw. Provides a nice variety without having to gradually transition their food.

Welcome to YT! There is a lot of nutritional information for dogs on this site, so hopefully you can find something you like to feed your dog. He most likely picked up some bad habits from his previous owner, and you can easily correct them by being consistent. Best of luck!
