Puppies learn a GREAT deal of manners, bite inhabition and general socialization between 8 and 12 weeks, so if it's not a medical issue, you probably need to contact a dog trainer or behaviorist as that behavior needs to be nipped in the bud quickly, which is what her mommy would have done.
