I do think it is just a matter of opinion when some one wants one that small... a reputably breeder who has one that small will educate. When I EVER have one that looks like it could be that small I won't sell to certain situations. As, I don't care if you have 12 kids, I feel if you want a dog you should be able to have one, just can't buy a tiny tiny one from me for your kids... sorry. My daughter has said I have come across very rude over this, but tinies are for adults. They have too many needs... and yes.. they do NOT know their size!
I personally don't see too many tiny breeders who just let them go to just any one. Most will even just keep them if they are unsure of the buyers.
