4 months is awfully young to have such high expectations. You have got to keep your cool. Please don't punish her by putting her in her crate. Her crate should be a safe haven for her, not her time out area.
Get her a large xpen for the kitchen or a tiled area and put her food, water, toys and pee pads in there if you're afraid she'll pee on carpet.

Everything she just said is right - I have 2 girls 2 years apart - my 1st (Chanel) trained in less than 2 weeks - my 2nd (Cheri) took 11 MONTHS .....and that was with a yard - an older sister
and wee pads -
she needs water at all times - small breed puppies have tiny bladders so they need to go much more often than bigger breeds -
every dog is different but please don't take your frustrations out on your puppy - you'll only stress her out and make it worse ....and please - never hit a dog - that only makes them more fearful and will make training even harder...not to mention - you could really hurt her -
