I know you are really upset about her story but at this point there is nothing more that you can do. There are so many sad things that go on that are mind boggling.
Just know that you love Lady and would do anything for her and she loves you back unconditionally. 
There are reasons to have a dog PTS but not training them to walk on a leash is ridiculous!
