I was just doing some searching and not only is it a lot of peoples' opinions that the rabies shouldn't be given at 11 weeks, it appears as though both Pfizer and Merial (probably the two most used rabies vaccines) say don't use it before 3 months (12 weeks) in the instructions... This is still way too young for s small dog but it is surprising that a vet would ignore the company's instructions. I really would consider switching. There is also no reason to spay most dogs at that age and no way with her weight. You still have plenty of time for her to gain some.
