I think the problem is not only with Mocha. Lulu should be able to show Mocha that she is not going to be dominated but she isn't doing that. Showing Mocha that you have dominance over her during a period when she's showing aggression might make her think twice about climbing the pack hierarchy. Think Cesar Milan.
