Hi All,
I live outside of Philadelphia, Question - I understand that almost all dogs need a minimum of 30 minutes outside, but does this logic apply to when it is cold (brr. like 30 degrees and below) and my Oscar is about six pounds. He doesn't seem to care to be outside that much when it's cold and I even have to carry him outside! HE seems OK once we are outside but at time, he will sit down in the street and look at me, like he's thinking "carry me Mommy, now"!! Oh, Oscar is about 14 months old.

Any advice would be apprecited.
