A Paypal dispute is the way to go if you didn't receive an item, but in this case I think you should start with an Ebay dispute. One of the reasons stated for Ebay dispute resolution is "item not as described", although the example they used is a used item being described as new.

If the seller values her rating and reputation, she may work something out with you.
