You obviously have an infestation in your house and need to deal with that. Adult fleas only spend about 20% of their time on your dog. The rest of their life cycle is probably spent in your carpets.
One thing to add.....after you vacuum, make sure you empty the canister or toss out the bag or the fleas will hatch in there and crawl out.
I hate fleas.
