I agree

Meka's pad trained. But from the begining I've associated commands with it. At first it was just "go potty on pad" and she'd run to her pad and do her business. Then we modified it a little..to going "booboo" or "peepee" on pad...and she's able to do the same. So yes, associating commands with it might help you.
Also, try taking him on more walks...like right after he's eaten. The reason is because its suppose to be natural for them to relieve themselves out doors. So, a full tummy and a nice long walk..might just make him have to...And of coarse you should praise him for doing so...Not an expert by far - but hope this helps
