I was worried about one of my girls that had pups recently. I talked to my vet and they did an xray and said she may have to have one, but he would NOT do a scheduled c-section for that very reason (they could be underdeveloped). He said the best thing to do is to wait until they go into labor on their own, and if they can't deliver the pups then they would do a section at that point. I don't think vets like to schedule them for fear that they will do it on the wrong day, etc. and why put the mom through that if she can indeed have them on her own? It's hard to tell on an xray if they will need one or not...sometimes a puppy's head can look bigger than it really is due to lighting, etc. At least that's what my vet says. I would honestly wait if it were me. My girl ended up having hers on her own without a section, even though I did have to pull on the shoulders of a couple to get them out. However, to me, that was much better than putting her through surgery for no reason.
