I like to wear dressy tops with skinny jeans a lot when we go out so I thought I could find a picture to give you an idea on tops if you decide against a cocktail dress (of course you don't want to wear jeans to an event like yours). A top like this with dressy pants would work well. I'm the one on the right.
This was taken on our cruise in the cabin hence the tacky background.
OMG I can't believe I posted that second silly picture but it shows the top the best.
