If you have Microsoft Office Picture Manager, here's how you can do it.
Go to My Pictures, or wherever you store your pics.
Find the picture you want. Left click, and go to Open with... then choose Microsoft Office Picture Manager.
On the top bar, about mid-way across, click on Edit Pictures. You will get a bar on the right side. Click on Compress Pictures. It will give you several choices. Web pages should be the right choice to make your file size small enough to upload.
