Personally, I let both of mine outside to potty and to just run free in my fenced in backyard. However, I completely understand why many people don't let theirs outside. I really don't think it is our place to judge those people, especially without knowing their reasons. I think as long as their dogs are being taken care of and loved, that's all that matters.
That said, I also don't think you should be dragging that "other" thread into this one. It is fine that you started this new thread to discuss how other people handle the outside but do not bring Emily into this. She is a very nice girl that loves her dog and she does not deserve to have her feelings hurt over a difference of opinions!
