I agree with what Little Bit suggested, the same thought came to my mind when I looked at the picture. If she is right, and hair did get pulled out, it is possible that it's something that happened as a young puppy even before you owned him. Maybe fighting with siblings? Especially since a yorkie's hair lightens in color as they get older, that may help explain why you haven't noticed it before.
