They are probably just playing, especially if there are any "play bows" invovled in the dogs' body language.

However, if you think the situation is getting too rough, you can always use the technique you would use if your dog was mouthing you and you didn't like it. Let out a high-pitched yelping noise (Yike!) to startle them. Each will assume the other has been hurt, and it will teach them to keep their play-fighting cordial and prevent any injuries.
