Please don't shoot the messenger. TLC was just informing you that the breeder you have chosen is a USDA commercial breeder. Most people really appreciate the warning. In fact, in all the years I been active in dog forums, you are the first person who was not glad she was given a heads up that a breeder she was considering was on the USDA list.
The term "puppy mill" does not have anything to do with the cleanliness of the place, but rather the fact that puppies are mass produced.
Here is the definition of mill:
"A process, agency, or institution that... turns out products in the manner of a factory."
