The USDA requires large volume commercial breeders to be licensed. While not all these kennels are filthy and substandard as we imagine puppymills to be, all raise puppies like livestock in cages instead of inside in homes like Yorkie puppies should be. Puppies raised in commercial kennels don't get enough human contact and can have life long problems with socialization. They can be very difficult to housebreak since they are born to dogs who have never been housebroken and have no role model early on.
Commercial kennels breed for quantity, not quality. No genetic screening or health testing is done. The result can be an adult who is pretty far from the Yorkie standard, often weighing much more than the standard calls for. Health issues are common since no screening for genetic problems is done.
Apparently this breeder is on the USDA list. Whether you call it a puppy mill or not, it is a high volume commercial breeder.
