Default Same Issues..

Well, Panne came back today. If you don't know the story we might adopt him and are having a trial session. The same problems exist as before: he marks, whines/barks out of excitement, and constantly sniffs and licks my dogs privates.

For the marking: he is kept on leash or in an exercise pen. We cleaned our carpets and he hasn't marked in our house yet. He did, however, mark in the pet store. I'm probably going to order a belly band tonight, so if you know where I can get one let me know. He is not neutered but the person re-homing him thinks I shouldn't spend money to get him neutered unless I'm sure I'm keeping him. I really want to though since this is becoming a big problem and if neutering doesn't stop it I will not adopt him.

Whining/barking: he loves other people and dogs. Tonight for some reason he ran up to some people and started barking at them. He has never done this before and I don't know why he is now. He usually whines and barks when he wants to see other dogs/people across the street or in the store, but this time he ran up to the people and started barking at them. What should I do when he whines or barks?

The biggest problem is the sniffing. He was here 5 days before and CONSTANTLY licked/chewed my dogs privates. It has gotten to the point where I have to separate him because my dog cannot even lay down. My mom said if this is how it's going to be we cannot keep him. He gets to the point where he pants out of anxiety. It isn't happy or tired panting, but obsessive panting. That's all he wants to do. If I let him roam around my house he will run to where my dog is and start sniffing him. I do not know what to do when he does this. People say he is just trying to get to know him but this is excessive. Should I separate him? Or keep letting him sniff? I can't just let him sniff him forever because I'm worried he will mark in our house so I have to watch him at all times and I'm not always with my dog.

I'm almost in tears because I want to keep him so badly. I just don't know what to do.
