I'm just curious, but have you had Elton neutered? All male dogs scent, but this sort of behavior is much more prominent in intact males. Besides taking away his urge to scent everything and make it his own, neutering him will reduce the risk of him getting cancer or diseases later on.
Also, if you do not thoroughly clean the odor of his urine (to his nose, not yours) he will still be able to smell it and will continue to go to the places he visited before. Simple Solution is a really great product for cleaning and eliminating the odor of urine and excrement. Clean the odor away so that you can't smell it, and then clean it again to make sure that he can't. Dogs' noses are so much better than our own.
