He does use pads, he is about 90% housebroken. I have never had any luck taking him outside - he just won't go for me. The breeder that I purchased him from had never taken him outside since he had not had all his puppy shots yet, so he was used to pads when I brought him home! He will however go outside for the girls at doggy day care, but will also use his pad there too. It really doesn't bother me that he doens't go outside, becuase I don't want to go out when it is cold and wet either!
He will generally not poo while he is left alone and we change his pad atleast twice a day and will mop the bathroom daily so I have never had any trouble with smell or fear of germs.
