from what ive heard, its completely normal.
because their brain is not fully developed, the skull is a little oversized and is left open on the top. when it is fully developed it should start to form cartilage. my moms dog, tucker, took FOREVER to fill in the top of his head... but my lexi's head was hard as a rock by the time she was 12wks
