The heat cycle last about 3 weeks. If she came into heat on the 18th, then your vet has her scheduled for surgery less than 2 weeks after her estrus period ended.

It IS better to have it done when they are young to prevent accidental litters, but I'm really not so sure about that quickly after the heat cycle...
