First you want them to nurse first before supplementing.
Put the smallest one on the tits closest to the tail these are biggest and fill up with more milk. You may need to alternate them . I weighed my pups twice a day. If I didn't see weight gain I used a syringe first to get a little bit in their mouths. I used karo syrup until I bought Nutri cal for puppies. The drops are better for new borns but not easy to find. I used to add it to the supplemental milk and make a thin liquid of the milk, karo, and nutrical. I would feed it to the pups after they nursed. I noted a weight gain of an ounce a day after about the 1week. My smallest never did catch up to the others but she did gain weight steady. She is very healthy now.
How much food and fluids is the mother taking in? Have water available all the time. I added chicken I cooked with my slow cooker, and I cooked beef liver and I added this to her food 3 times a day besides having kibble out for her all the time. I gave the whelping pudding and a calcium supplement every day.
