It's my understanding that the soldiers vote absentee. So yes, absentee ballots are counted last but they are counted before the results are "certified" a few weeks after the election. They just aren't reported in tonight's results, which is why i was trying to explain that they know that 1% or whatever it is of voters requested absentee ballots so if a candidate wins by more than that % they just report the unofficial results anyway.
