I've been involved in a lot of small local elections and you would be amazed by what you learn just by volunteering for a campaign, any campaign, even if it's just your local rep or referendum.    | 
 
  They were talking about ballots from our soldiers in Iraq etc, is that how it works for them too?  It sounded like theirs aren't opened or counted till they are arrive in the US.
