Otis had the same problem. The vet put some glow-in-the-dark eye drops in his eyes to see if it was draining to his nose, the way it's supposed to be. When we turned out the lights, his nose stayed the same color so we knew his tears weren't draining and his ducts were clogged.

The vet also told me they could open the holes so this doesn't happen anymore, but Otis would have to be knocked out and it wouldn't guarantee they would drain. I opted for no, and just do the cleaning myself.
