I would say be ALERT at all times.. leash or not it doesn't matter.

My Mom took Bailey for a walk on a leash in her neighborhood and 2 small kids saw him and got excited and opened their front door and in a second their German Shepherd ran out, CROSSED the road and attacked Bailey all in a matter of seconds. (He was ok had some puncture wounds.) 2 neighbors saw it happen and ran out and pulled the dog off, but who knows what would have happened if they hadn't.

The owner did pay the vet bill and said "we keep him in the basement, he's known to attack small animals" Nice...
