You should look into the rules and regulations of your area. You will most likely need insurance and an operating license (so that the city can come by and check to make sure that everything is safe for the dogs).
You would also need to get your name patented (i'm sorry it's really early---whatever the word is). You would need to make sure that your business' assets and costs are separate from your personal ones, for tax purposes. If you require outside funding/investments, it would be good to write a business plan (I think that it is good either way... it is a good way to determine cash inflows and outflows)... umm...
you need to come up with a marketing plan.
These are only a few suggesttions...I'm sure there is much more you need to do. I have taken a lot of entrepreneur classes...
