Neutering really doesn't have anything to do with it except that sometimes the baby teeth are pulled at the time of spay/neuter. Brushing is good but if he has ratained baby teeth and adult teeth, it may cause a problem with his bite and it could be very painful. If they don't fall out soon, they really do need to be pulled.

Ellie doesn't like one side of her mouth brushed either on the bottom. I just do the best I can and to get the outside of the bottoms I stick the brush in the side (their mouth can be pretty much closed for this) and do circles. It gets the outsides of the top and bottom teeth.
