Sorry if I missed this part, but did the dog break your fiance's skin when she bit him. If so, you need to contact Animal Control and make sure the dog rabies shots were up to date. After all of her lies, I wouldn't take the breeders word on this. You could also report the rest of the situation to AC. It sounds like she is selling sick dogs to people. Not to mention, the behavior you described doesn't sound anything like a puppy that has been raised in a home for 9 months. It sounds more like she has been kept in a cage, JMO. You did the right thing by not taking the dog. Giving that "breeder" any money would only encourage her to continue what she's doing.
