I think that it's important to keep your small dogs on a leash at all times. I know that you love them and want them to have the liberty they deserve, you want them to be free. But in a world where there is so much violence, even among dogs, you have to take that extra step of precaution. If you do not have one already, perhaps you can purchase retractable leashes where they will have some liberty to walk ahead yet you can stop the leash from going any further if you see a big dog nearby or coming your way. Little dogs tend to have big fearless hearts and will approach bigger dogs to defend their territory and master. My Yorkie thinks she's a Pitt Bull. If someone comes in front of our house she approaches them without second guessing herself. Do not hesitate to pick you dog up from the ground and carry it if you see a big dog nearby, even if the owner says it is friendly. I'm a strong believer that dogs can sense your fear. If you show them you're afraid, they just may try to give you a reason to remain fearful.
