I would not wait to go to the vet in this case. It could be very bad allergies but it sounds a little bit too intense for that. She could've gotten something in her eye or scratched it.
I would not use Visine without a vet's okay. I know you can use saline (purified water) but I wouldn't even do that right now until she is seen.
