That's exactly what I have experienced. I know that the CL rule is "small" adoption fee to rehome your pet, but in all honesty, I think most posters are people who are BYB and think this is a way to sell their pups. I go there looking to give a yorkie a second chance not to support bad breeders that attract people through mis-interpretation.
For $1000 I might as well put in the time and look into a serious breeder and not give BYB any business.
