Six weeks is way too early to give any vaccine and eight weeks is questionable.
The later the better and they don't need this one at all.
They are at risk of getting kennel cough and possibly pneumonia secondary to that without the vaccine but it doesn't protect against all strains and the vaccine can actually cause kennel cough (supposedly it is supposed to be mild but that isn't always the case).
